OPEN DATA INDEX

The Local Government Open Data Index is a benchmark study prepared by the Open Data and Technology Association to raise awareness about open data initiatives in Türkiye. Its purpose is to demonstrate how local government organizations with open data portals are leading the way in promoting transparency, accountability, and a culture of openness. While emphasizing the positive impact of open data efforts, the evaluation criteria aim to be encouraging rather than judgmental.

With this motivation, we will share the results of the index study for 2023 on January 10, 2024, with the support of Harvard Business Review Türkiye. We invite those interested in the performance of the 12 Metropolitan Municipalities and 5 District Municipalities with open data portals in terms of readiness, implementation, and impact dimensions to our promotional event.

ABOUT THE INDEX?

The “Local Government Open Data Index,” one of AVTED’s founding objectives, is a study prepared to focus on the readiness, implementation, and effectiveness of local governments in the field of open data, as well as to develop a culture of transparency and competence.

HOW WAS THE SCORING CONDUCTED?

The scoring and ranking do not express any success or failure of municipalities other than the subjects covered by open data. In other words, this ranking and scoring are solely related to open data compliance, practices, and usage. The methodology has been shared transparently.

WHICH CITıES/DISTRICTS PARTICIPATED?

As of the end of 2023, all 12 Metropolitan Municipalities and 5 District Municipalities in Türkiye with open data portals were included in the index study. These cities and districts are alphabetically listed as follows: Ankara, Antalya, Balıkesir, Bursa, Gaziantep, Istanbul, Izmir, Kayseri, Kocaeli, Konya, Ordu, Sakarya Metropolitan Municipalities, and Beyoğlu, Eyüpsultan, Kadıköy, Küçükçekmece, Tuzla District Municipalities.

Overall Performance In All Dimensions

The open data initiatives of the 12 Metropolitan Municipalities and 5 District Municipalities evaluated within the scope of the “Local Government Open Data Index” have been assessed on a scale of 100 points, and the following results have been obtained.
